HKICAdj’s Adjudication Conference 2025 “Unlocking Sustainable Cash Flow through the Security of Payment Schemes”

The HKICAdj successfully organised the 3rd Adjudication Conference on 20th June 2025, bringing together professionals to exchange ideas and share experience in construction adjudication.

Our honorary president Ir Dr Christopher To began the conference by sharing his valuable insights on the significance of SOPO and how the industry payment landscape will change.

This year, we were honored to have our Guest of Honour, Ir Chan Chi Ho, Johnny, Deputy Secretary for Development (Works), who delivered the keynote speech, emphasising the importance of efficiency, transparency and fairness under the new SOP framework that will apply to the relevant construction contracts effective on or after 28 August 2025.

Acknowledging the appreciation of Ir Chan on HKICAdj's contribution to the industry, our chairperson Ir Albert Yeu spoke about the Institute's development of the first ever adjudication conference in Hong Kong and its readiness and commitment in becoming an adjudicator nominating body under the statutory regime with highlights on the adjudicator nomination and appointment procedures, policy on ANB and retainer fees, adjudicator's empanelment scheme, support to new adjudicators and regulation of adjudicator's conduct. Ir Yeu also announced the upcoming AGM and cocktail reception in July 2025.

Panel 1: "SOPO: From Initiation to Enforcement"
Moderated by Ir Tim Leung, the discussion featured panelists Ms Hu Yun Xiao, Ms Vivian Wong, and Ir Ting Sui Man, who provided an interesting exchange between lawmakers and law users. The Panel 1 discussion included a voting session, allowing industry practitioners to share their readiness for the implementation of SOPO.





Panel 2: "Preparation of Submissions Required for SOPO"
Panel 2 was moderated by Ms May Ng. Panelists Cr Amanda Wong, Mr Jeffrey Wong, and Ms Karah Howard shared in depth insights on the level of detail required for submissions under the adjudication procedure.





Panel 3: "Lessons Learnt from Construction Adjudication: Practical Experience in Different Jurisdictions "
Moderated by Mr Richard Poon, Panel 3 featured Mr Glenn Haley, Mr Kelvin Aw, Mr Kaiser Leung, and Hon Justice Dato' Lee Swee Seng (who joined online). The panelists compared adjudication practices in Australia, Singapore, and Malaysia, and compared their differences with Hong Kong’s SOPO.






We thank our vice-chairperson Mr Kevin Lai concluded and summarised the key messages of the conference. This marked the successful completion of the conference.
